SHRI K. KARUNAKAR PATNAIK, IAS (RETD.)Former Director, State Institute of Rural Development, Govt. of Odisha
Shri K. Karunakar Patnaik, IAS (Retd.) is the Former Director, State Institute of Rural Development (SIRD), Government of Odisha, Bhubaneshwar. With 35 years of experience as civil servant as well as social activist, Shri Patnaik has published 13 books and 30 articles in various reputed journals on Panchayati Raj, Urban Governance, Tribal Issues, Land Problems, Governance Issues and Reforms, Women Empowerment and Socio-economic issues. Since 1999, he is associating with the Institute of Social Sciences as Senior Fellow. He is working with many civil society organisations and community based organisations on various capacities. He has submitted many reports to the Government of Odisha, UNDP, and World Bank on Decentralised Governance and Sustainable Development. He visited many countries on academic assignments of the Govt. of Odisha and Govt. of India.

Honorary Professor, KSRDPR University
Prof. M. Devendra Babu is Honorary Professor at the Karnataka State Rural Development and Panchayati Raj University, Gadag (Karnataka). He has been the Professor and Head, Centre for Decentralisation and Development at the Institute for Social and Economic Change, Bengaluru. Prof. M. Devendra Babu has completed many research projects on decentralised governance and decentralised planning. He published a large number of books, research papers on Decentralised Governance, Grama Sabha and District Development Plans. His areas of Specialisations are: Rural Decentralisation; Rural Development and Public Economics. He is associated with the Govt. of Karnataka, various Universities and Civil Society Organisations, as Expert and Resource Person. He has prepared a comprehensive District Plans and Human Development Reports for many Zilla Parishads in Karnataka, on behalf of the Govt. of Karnataka. He visited many gram panchayats in South India and review the functioning of Grama Sabhas and Gram Sachivalayas.

Director, Centre for Rural Management
Prof. Jos Chathukulam is the Director, Centre for Rural Management, Kottayam, Kerala. He has been the Ramakrishna Hegde Chair Professor at the Institute for Social and Economic Change (ISEC), Bengaluru. Dr. Jos Chathukulam has evaluated more than 52 major development projects which have been implemented by different national and international agencies including Govt. of India. He has been a Consultant of Kerala State Planning Board (KSPB), Government of Kerala and Vice Chairman of the District Planning Committee (DPC) of the Kottayam District during the 9th Five Year Plan period. He had closely involved in the literacy movement, resource mapping and Peoples Planning Campaign (PPC) in Kerala. PPC was a well acclaimed programme aimed at decentralising governance at the grassroots level. His areas of interest include decentralisation, development administration, rural development, participatory local planning and social movements. He has published a number of publications in reputed journals.

Professor of Public Administration and Policy Studies, Central University of Kerala
Prof. M.R. Biju is the Professor and Head, Department of Public Administration and Policy Studies and Dean, Academic and Dean, School of Leagal Studies, Central University, Kasargod, Kerala. He worked as Associate Professor at the Post-Graduate and Research Department of Political Science, Sree Narayana College, Kollam. He is the Editor of South Asian Journal of Socio-Political Studies (SAJOSPS) and Editor-in-Chief of International Journal of Political Science (IJOPS). Prof. Biju is a prolific writer on socio-political and developmental issues and published 30 Books, 23 Chapters in Edited Books, 175 research articles in journals and reviewed over 900 books for South Asian Journal of Socio-Political Studies to his credit. He is a Member of the PG Board of Studies Political Science and Public Administration of the University of Kerala.

Professor and Head (Retd.), Centre for Panchayati Raj, NIRDPR, Govt. of India
Prof. Y. Bhaskar Rao, is the Professor and Head (Retd.), Centre for Panchayati Raj, School of Local Governance at the National Institute of Rural Development and Panchayati Raj, Govt. of India, Hyderabad. He has been Head of the Centre for Panchayati Raj and Centre for Decentralised Planning at NIRDPR. His areas of Specialisations are: Panchayati Raj-Development Administration; Financial Management in Panchayati Raj Institutions; Decentralised Planning; Gram Panchayati Development Plan; Empowerment of Women in Rural Local Bodies; Empowerment of Marginalised Sections such as SCs, STs in PRIs. He has conducted nearly 158 Training Programmes at the national level for the elected representatives of PRI’s, Officers, NGO’s and Young policy makers at the NIRDPR. He is associated with many Research Institutions and Civil Society Organisations, as Resource Person and Expert in Panchayati Raj and Public Policy.
Prof. Y. Bhaskar Rao is the Hon. Senior Visiting Fellow of the Academy of Grassroots Studies and Research of India from 2017 onwards.
