RESEARCH COUNCIL

In execution of various action research projects and academic programmes, the academy is also constituted the Research Council, with reputed experts and scholars on panchayati raj and rural development.

The following is the composition of the Research Council for the years 2021-2023:

PROF. YATINDRA SINGH SISODIA
Director, Madhya Pradesh Institute of Social Science Research

Prof. Yatindra Singh Sisodia is the Director of Madhya Pradesh Institute of Social Science Research, Ujjain, Madhya Pradesh. His areas of interest are: democracy, decentralised governance, electoral politics, tribal issues and developmental issues. He is Editor of Madhya Pradesh Journal of Social Sciences and Madhya Pradesh Samajik Vigyan Anushandhan Journal. He is a prolific author and researcher. He has authored/edited 16 books, wrote 5 monographs and published 75 research papers. He has completed 35 research projects for Central Ministries; State Ministries; and organisations including ICSSR and Planning Commission. He has been conferred with Professor G. Ram Reddy Social Scientist Award (2017) for his substantial contribution of research in the area of panchayati raj and grassroots democracy. He is Member of Research Institutes Committee of Indian Council of Social Science Research, New Delhi (2017-18). He is also Member, Indian National Commission for Cooperation with UNESCO (INCCU) under Sub-Commission on Social Sciences constituted by Ministry of HRD (2013-2018). He has made academic visits to USA under International Visitor’s Leadership Programme in 2010 and UK in 2013 and also made academic visits to South Korea and Malaysia.
Prof. Yatindra Singh Sisodia is the Chairman of the Research Council of the Academy of Grassroots Studies and Research of India from 2021 onwards.

Dr. D. Sundar Ram is Founder of the Academy of Grassroots Studies and Research of India, Tirupati; Editor, The Indian Journal of Grassroots Governance (IJGGJ), Tirupati and Consulting Editor, The American Biographical Institute (ABI), United States of America. He was the Doctoral Fellow and Post-Doctoral Fellow (UGC Research Associate) in Political Science at Sri Venkateswara University, Tirupati; Parliamentary Fellow at the Institute of Constitutional and Parliamentary Studies, New Delhi; Associate Professor & Head, P.G. Dept. of Public Administration at S.S. & N. College PG Centre (Acharya Nagarjuna University), and Faculty Member in Political Science and Public Administration and Co-ordinator of NAAC Steering Committee at PNC & KR College (Acharya Nagarjuna University), Narasaraopet, Guntur District (A.P). He is a prolific writer, author, researcher and analyst. He has written extensively on Indian governance and polity, parliamentary studies, electoral reforms, Andhra Pradesh State politics, decentralisation, federalism and good governance, with over 25 books, 153 research papers and 32 talks in All India Radio to his credit. He has been selected as ICSSR Senior Fellow by the Indian Council of Social Science Research (ICSSR), with the affiliation of Sri Venkateswara University, Tirupati.

PROF. MAHENDRA PRASAD SINGH
National Fellow, Indian Institute of Advanced Study

Prof. Mahendra Prasad Singh is the National Fellow at the Indian Institute of Advanced Study, Shimla. He has been Professor of Political Science and Dean of Faculty of Social Sciences at the Delhi University, Delhi. He has also served as the Director at the Indian Council of Social Science Research, New Delhi. He studied at Patna University and University of Alberta, Edmonton, Canada. His research interests include federalism and democracy, party system, constitutional studies and judicial behavior in Indian and comparative perspective. He is a specialist on Federal Polity and Governance. He has published a large number of books and research papers in reputed referred journals like Asian Survey, Pacific Affairs, and World Politics etc. Prof. Singh has been the Honorary Senior Fellow and Director of Research at the Centre for Multilevel Federalism, Institute of Social Sciences, New Delhi and the Editor of The Indian Journal of Public Administration, Indian Institute of Public Administration, New Delhi.
Prof. Mahendra Prasad Singh is Member of the Research Council of the Academy of Grassroots Studies and Research of India from 2017 onwards.

PROF. M. GOPINATH REDDY
Consultant, Centre for Economic and Social Studies

Prof. M. Gopinath Reddy is the Consultant at the Centre for Economic and Social Studies and he has been Professor and Head, Division for Sustainable Development Studies, Centre for Economic and Social Studies, Hyderabad. Prof. Gopinath Reddy is a prolific author and researcher in Political Science and Natural Resource Management. His areas of Specialisations are: Decentralised Governance, Institutions and Natural Resource Management, Governance, Poverty Reduction Strategies. He has published a large number of books, research papers and monographs on decentralised governance, livelihood security, sustainable development, watershed management, gram sabha and resettlement and rehabilitation. He is associated with many Universities, Research Institutes and Training Institutes as expert and resource person. He has completed several research projects on local governance and sustainable development, funded by the World Bank, UNDP and ICSSR. He has guided a number of Ph. D. and M.Phil scholars. Prof. Gopinath Reddy is the Project Director of many prestigious research projects on Panchayati Raj and Rural Development.

PROF. N. SIVANNA
CEO, Karnataka State Panchayat Parishad, Govt. of Karnataka

Prof. N. Sivanna is the Chief Executive Officer of the Karnataka State Panchayat Parishad and Honorary Professor at the Karnataka State Rural Development and Panchayati Raj University, Gadag (Karnataka). He has been Professor, Centre for Political Institutions, Development and Governance at the Institute for Social and Economic Change, Bengaluru. His areas of Specialisations are: Decentralisation; Rural and Urban Governance; Development Administration; and Bureaucracy and Development. Prof. Sivanna has published a large number of research books, papers and monograhs on Panchayats and Watershed Development; Urban Governance & Organisational Restructuring; The Land Army and Rural Development and Engendering Rural Local Governance in Karnataka. He is associating with the Government of Karnataka, Govt. of India and Ford Foundation, as expert on Decentralised Governance and Watershed Management.

PROF. D. RAJASEKHAR
HAG Professor, Institute for Social and Economic Change

Prof. D. Rajasekhar is HAG Professor and Head at the Centre for Decentralisation and Development, Institute for Social and Economic Change (ISEC), Bengaluru. He has been working at ISEC since 1990. His areas of Specialisations are: Decentralisation; Poverty Reduction; Development through and Interface among Local Organisations; Micro Finance; Social Security for Unorganised Workers and Child Labour. He was visiting scholar at the Universities of Oxford, Melbourne, Sussex and at the Centre for Development Research, Copenhagen. He has worked extensively on Decentralisation, social protection, micro-finance and local organisations. He has published 24 books/monographs, and 80 papers in various journals and as book chapters. He has served in policy bodies constituted by the Indian and Karnataka government. He has undertaken research projects for GIZ, ILO, UNICEF, UNRISD, World Bank and Karnataka government.

PROF (MRS) Ch. SHEELA REDDY
Dr. B.R. Ambedkar Chair Professor, Indian Institute of Public Administration

Prof (Mrs) Ch. Sheela Reddy is Dr. B.R. Ambedkar Chair Professor in Social Justice at the Indian Institute of Public Administration (IIPA), New Delhi. Prof. Sheela Reddy areas of Specialisations are: Governance, Public Policy issues and International Relations. Earlier, she has been worked at the Department of Political Science and Public Administration, Sri Venkateswara University, Tirupati, as Assistant Professor. She is the Programme Co-Director of the prestigious 42nd Advanced Professional Programme in Public Administration (APPPA) at the Indian Institute of Public Administration, New Delhi. She is the Resource Person for many Training programmes of Govt. of India and other State Govts on governance and public policy. She associated and collaborated with many civil service institutes and organising various training programmes to the young civil servants in India and abroad.
Prof (Mrs) Ch. Sheela Reddy is the Member of the Research Council of the Academy of Grassroots Studies and Research of India from 2021 onwards.

PROF. SATYANARAYAN SANGITA
Visiting Professor, National Law School of India University

Prof. Satyanarayana Sangita is the Visiting Professor, Good Governance and Law at the National Law School of India University, Bangalore. He has been Professor and Head at the Centre for Political Institutions, Governance and Development, Institute for Social and Economic Change (ISEC), Bangalore. He is having 36 years research and teaching experience, published a numerous books and research papers and completed 23 research projects (national and international). His areas of Specialisations are: Good Governance and Development, Corruption/Ethics and Development Politics. He was associated with various academic and administrative bodies as Visiting Professor and Expert.
Prof. Satyanarayana Sangita Sangita is the Member of the Research Council of the Academy of Grassroots Studies and Research of India from 2014 onwards.

PROF. CH. BALA RAMULU
Visiting Professor, Centre for Economic and Social Studies

Prof. Ch. Balaramulu is currently working as Visiting Professor, at Centre for Economic and Social Studies, Hyderabad. He received Fellowships from premier institutions in the field of higher education. He was UGC Emeritus Fellow (2015-2017) and ICSSR National Fellow (2012-2014). Earlier he was Professor of Public Administration at Kakatiya University, Warangal, Telangana for more than 3 decades. He served the University in different academic and administrative capacities. He received the University Best Teacher-Researcher award and the State Best Teacher award. He was a Visiting Fellow at Centre for Human Rights, University of Hyderabad and was selected as Visiting Fellow by UGC under Indo-Hungarian Educational Exchange Programmes, Hungary. Prof. Balaramulu has published 6 books and 60 research papers in national and international journals. He supervised 14 Ph D and M. Phil dissertations. He was the Chief Editor for Journal of Social Sciences, Kakatiya University.
