The Academy is governed by (a) General Body, (b) Board of Governors and (c) Executive Council. The Academy is ably guided and supported by the Hon. Board of Advisers, Research Council and Organising Committee, in academic matters concerning education, training, research and advocacy.
The AGRASRI policy is determined by a 9 Member-Board of Governors. Dr. Subhash C. Kashyap, eminent Constitutional expert and Former Secretary-General of Indian Parliament (Lok Sabha), New Delhi, is the Chairman of the Board of Governors. It comprises of the Chairman, Director & Member-Secretary, and 7 other Members.

Dr. Subhash C. Kashyap - Chairman
Dr. Subhash C. Kashyap is an eminent Constitutional expert and former Secretary-General of Lok Sabha (Lower House of Indian Parliament), New Delhi. He is well known Political Scientist, expert in Indian Constitution, Constitutional Law, Parliamentary Experts and distinguished scholar. He also headed an International Centre for Parliamentary Documentation, IPU at Geneva till 1983. He was Honorary Constitutional Advisor to the Government of India on Panchayati Raj Laws and Institutions. He is the recipient of several prestigious awards for the Best Books in Constitution, Law and Political Science. At present Dr. Kashyap is the Honorary Research Professor at the Centre for Policy Research (CPR), New Delhi. He was also a Member of the National Commission to Review the Working of Constitution and Chairman of its Drafting and Editorial Committee. He received Padma Bhushan award from the President of India in the year 2015.
Prof. V.R. Panchamukhi
Prof. V. R. Panchamukhi is a renowned economist and former Chairman of the Indian Council of Social Science Research, Ministry of Human Resource Development, Govt. of India, New Delhi. Dr.Panchamukhi is also the former Director General of Research and Information System for the Non-Aligned and other Developing Countries, New Delhi. He has served as the Chancellor of Rashtriya Sanskrit Vidyapeetha (Deemed University), Tirupati, for a decade with distinction. Dr. Panchamukhi has had the unique honour of being President of The Indian Econometric Society for three consecutive years (during 1998, 1999, 2000)- a unique honour for a professional. He is the Chairman of The Indian Econometric Society Trust. He has been honoured by various Universities and Institutions. Presently, Prof. V. R. Panchamukhi is the Chancellor of Sri Gurusarvabhouma Sanskrit Vidyapeeth, Mantralayam, Andhra Pradesh.
Shri Justice D. Subrahmanyam
Sri Justice Dalava Subrahmanyam is the former Judge, Andhra Pradesh High Court and Former Chairman, AP Commission for Backward Classes, Govt. of Andhra Pradesh, Hyderabad. He was a student of Madras Law College and took his B.L., degree in the year 1964 from Madras University. He joined as an apprentice in the Office of Shri K.K. Venugopal, the then Advocate, Madras, now Attorney-General of India. As Andhra Pradesh High Court Judge, Justice Subrahmanyam has delivered some landmark judgments on matters of national importance. As Chairman of the Legal Services Authority, he has conducted several Lok Adalats and settled a large number of cases. During his tenure as Chairman of the AP Commission for Backward Classes, Shri Justice Subrahmanyam has identified certain communities/classes which are socially and economically backward and sent recommendations for inclusion of those castes/classes in the List of Backward Classes in the State of Andhra Pradesh. Since 2012, Shri Justice Subrahmanyam has settled a large number of cases pending in the High Court of Chennai, as Member of the Tamil Nadu State Legal Services Authority, Chennai.
Shri Justice P.S. Narayana
Sri Justice Pemmasani Sankara Narayana popularly known as P.S. Narayana is the former Judge, Andhra Pradesh High Court, Hyderabad. Apart from his judicial career, he had worked as Chief Editor of Andhra Weekly Reporter and also Andhra Law Times (Criminal) for some time and he was also the Honorary Editor of Andhra Law times. He had delivered several lectures relating to different aspects at AP Judicial Academy and also at different academic institutions on their invitation. In a rare feat, Shri Justice Narayana wrote 100 books pertaining to law and stood on the threshold entering the popular Limca Book of Records for second time. He has been actively delivering several lectures on a plethora of topics relating to Law in various Universities and in certain other academic institutions on invitation. Presently, Shri Justice Narayana is the Member, Mahadayi River Water Dispute Tribunal, Ministry of Water Resources, Govt. of India, New Delhi.
Shri Solipeta Ramachandra Reddy
Shri Solipeta Ramachandra Reddy is the Former Member of Parliament (Rajya Sabha), New Delhi; Former Member of Legislative Assembly, Andhra Pradesh, Hyderabad; Former President, Panchayati Samithi and Gram Panchayat in Medak District, Telengana. He is actively associated with many Panchayati Raj bodies and Non-Governmental Organisations. He is a strong supporter of devolution of powers to the Panchayati Raj Institutions (PRI’s) as per the provisions of the 73rd Constitutional Amendment Act. He has extensively worked with Lok Satta for the devolution of 3 F’s - Functions, Functionaries and Finances to the Panchayati Raj Institutions in Andhra Pradesh and Telengana, under the leadership of Dr. Jayaprakash Narayana, IAS (Retd.). He has participated in many national level seminars and conferences on Panchayati Raj Institutions across the nation as Resource Person and Expert. He is working for the self-sufficient Local Self-Governments in India, as per the provisions of 73rd Constitutional Amendment Act. He is a strong supporter of the self-sustainable Panchayati Raj Institutions.
Shri Venkatrao Y. Ghorpade
Shri Venkatrao Y. Ghorpade is the Vice-Chairman, Karnataka Panchayati Raj Parishad; Vice-Chairman, Karnataka State Decentralisation Planning and Development Committee, Govt. of Karanataka; Chairman, Universal Clean Energy Foundation – a charitable company registered under Companies Act to promote renewal energy projects in the rural sector. Backed by several years of experience in the field of electronics, established modern electronic industries in Sandur with a total investment of about 80 cr. to provide rural employment and job opportunities to the locals. Elected to Bellary Zilla Panchayat in June 2000 (from Chornur constituency of Sandur taluk) and elected as ZP President in July 2000. In April 2011, was appointed as Secretary, KPCC (Karnataka Pradesh Congress Committee). In July 2017, was appointed as General Secretary, KPCC (Karnataka Pradesh Congress Committee). He is actively involved in the Panchayati Raj and Rural Development activities and programmes in Karnataka state and promoting the gandhian principles of Gram Swaraj and Sustainable Development. He is a prolific author and promoter of Panchayati Raj Institutions with 3 F’s- Functions, Finances and Functionaries as per the provisions of the 73rd Constitutional Amendment Act.
Dr (Mrs) B. Vengamma
Dr (Mrs) B. Vengamma is the Former Director and Vice-Chancellor of Sri Venkateswara Institute of Medical Sciences University, Tirupati. Dr. Vengamma is senior Professor & Head of the Department of Neurology, SVIMS, Tirupati. Since 1992, Dr. Vengamma has been rendering yeomen services to the people of Chittoor District and other Rayalaseema District by providing Neurology care services. She has excelled not only as an academician, teacher, researcher and an able administrator but also been actively involved in organizing her might to the society for the cause of the poor and down trodden individuals suffering with epilepsy. She has been instrumental in strating the organized care of Epilepsy at the community level by initiating the Monthly Free Epilepsy Camp that is successfully running uninterrupted for more than 20 years, providing secure to people, incurring an expenditure of nearly 2 crores. She has attended several National and International Conferences and has presented more than 60 research papers. Dr. Vengamma has received many awards and associated with many prestigious Universities as examiner, member and expert.
Mrs. D. Bharathi
Mrs. D. Bharathi is a social activist and Co-founder of the Academy of Grassroots Studies and Research of India, Tirupati. Mrs. Bharathi is a source of inspiration and backbone of the multi-dimensional activities of the Academy over a period of 2 decades. She is propagating the ideals and vision of Shri Rajiv Gandhi towards the devolution of powers to the Gram Panchayats for delivering good governance at the grassroots since the inception of AGRASRI. As Co-founder of AGRASRI, Mrs. Bharathi is playing a significant role in organising a numerous Seminars/Conferences/Workshops/Training Programmes for the elected representatives of PRI’s and Women activists at the national, state, regional and district levels. She is associated with many Self-Help Groups and Grassroots level organisations for improving the capacity building for their livelihood and social development.
Dr. D. Sundar Ram - Member-Secretary-cum-Director
Dr. D. Sundar Ram is a social activist and Founder of the Academy of Grassroots Studies and Research of India, Tirupati; Editor, The Grassroots Governance Journal (TGGJ), Tirupati and Consulting Editor, The American Biographical Institute (ABI), United States of America. He was the Doctoral Fellow and Post-Doctoral Fellow (UGC Research Associate) in Political Science at Sri Venkateswara University, Tirupati; Parliamentary Fellow at the Institute of Constitutional and Parliamentary Studies, New Delhi; Associate Professor & Head, P.G. Department of Public Administration at S.S. & N. College PG Centre (Acharya Nagarjuna University), and Faculty Member in Political Science and Public Administration and Co-ordinator of NAAC Steering Committee at PNC & KR College (Acharya Nagarjuna University), Narasaraopet, Guntur District (A.P). He is a prolific writer, author, researcher and analyst. He has written extensively on Indian governance and polity, parliamentary studies, electoral reforms, democratic decentralisation, federalism, good governance and state politics, with over 25 books, 153 research papers and 32 talks in All India Radio to his credit.
