The Constitution adopted by independent India seeks to transform the role of Panchayats as democratic institutions at the grassroots level. Article 40 of the Constitution of India asserts that ‘the state shall take steps to organise Panchayats and vest them with such powers and authority as may be necessary to enable them to function as units of self-government’. The Constitution envisages that the Panchayats will develop as effective institutions of self-government at the local level. Diverse programmes, schemes and institutional mechanisms put in place during the first four decades after independence yielded unsatisfactory results. Finally, the 73rd Constitutional Amendment Act 1993 ushered in a new era of democratic decentralisation in contemporary India, in which both powers and responsibilities are devolved upon elected Panchayats at the District, Intermediate and Village levels.
The 11th Five-year Plan, which has identified Inclusive Growth as the overarching objective, seeks to 'substantially empower and use PRIs as the primary means of delivery of essential services that are critical to inclusive growth.' The Plan asserts that 'it is absolutely critical for the inclusiveness of our growth process that these large numbers of elected representatives in our PRIs are fully involved in planning, implementing and supervising the delivery of essential public services.' The document also recognised that planning from the grassroots level upwards by the Panchayats is the most important step towards bringing Panchayats to the centre of local decision making and service delivery.
In pursuance of APARD directions, the Academy of Grassroots Studies and Research of India (AGRASRI), has organised One-day Workshop for Training of Trainers (ToT’s) at Tirupati, on 1st March, 2010. Further, the Extension Training Centre, APARD, Sri Kalahasthi, organised 5 days programme for 48 ToT’s of AGRASRI, from 2nd March to 6th March, 2010 and formed 16 teams (EO-PR & RD as Leader and NGO and Research Scholar as Members in each Team), with necessary guidelines and instructions.
It is well-recognised that local bodies have an important role to play in the democratic process and in meeting the basic requirements of people. Village panchayats have a very key role to play in the development process. Being nearest to the people they understand their needs better. For panchayats to become effective instruments of transformation four things are needed. First, they should have adequate powers of taxation to raise resources. Secondly, they should be willing to exercise the powers given to them. Thirdly, there must be adequate support in terms of funds and other facilities from the States and the Centre, and finally, they should have the necessary skills to perform their functions efficiently. In this context, the issue of capacity building of local elected representatives and functionaries has assumes critical importance and attracted serious attention in the recent years.
The 2nd Administrative Reforms Commission’s Report on local governance emphasises that capacity building is more than mere training and improvement of existing skills. It identifies individual development and organisational development as the two major components of capacity building. Individual development focuses on enhancement of an individual’s knowledge, skills and access to information, which enables him/her to improve his/her performance and that of his/her organisation. Organisational development is about enabling an organisation to adapt to its external environment and develop harmonious and effective working relationships within the organisation. It further states that organisational capacity building is dependent on appropriate personnel policies, organisational structures, and re-engineering of work process.
In strengthening the capacity building frame work, the Seventh Round-Table Conference of State Panchayati Raj Ministers stressed the importance of training and capacity building needs of PRIs. Around 150 resolutions pertaining to 18 dimensions have been evolved in this roundtable. The various training and capacity building needs of PRIs has been identified in this Roundtable, held in January, 2004 at Jaipur. As follow-up of the Round-Table, the Union Ministry of Panchayati Raj has prepared a National Capacity Building Framework for PRIs. Elected representatives/officials working with panchayats, pressure groups working within panchayat like self-help groups and community-based organisations are to be provided training under this framework. Training is also to be provided to government officials at the State and National level.
Towards this goal, the Union Ministry of Panchayati Raj (MoPR) supports the Capacity Building & Training related efforts at the level of States through its various programmes including Backward Region Grant Fund (BRGF) and Rashtriya Gram Swaraj Yojana (RGSY). More than 30 lakh elected representatives and functionaries are associated with about 2.4 lakh Panchayati Raj Institutions (PRIs) in the country. The PRIs share the responsibility of implementing various Centrally-sponsored Schemes (CSSs) and other State-level programmes at the grassroots level with the line departments. The PRIs are increasingly expected to play a role in integrated decentralised planning at the district, block, and village level.
The AMR- Andhra Pradesh Academy of Rural Development (APARD) has taken some bold initiatives in support of the National Capacity Building Framework in getting involved some selected Non-Governmental Organisations in 7 districts of Andhra Pradesh, on pilot basis in delivery of Capacity Building & Training programmes for the elected representatives of Panchayati Raj Institutions in Andhra Pradesh state. The Academy of Grassroots Studies and Research of India (AGRASRI), a professional NGO with panchayati raj expertise, is fortunately one of the training partners of APARD in implementing the Capacity Building & Training programmes for elected representatives of PRI’s in Chittoor District. As mutual understanding, a Memorandum of Understanding (MoU) was reached between the AMR–AP Academy of Rural Development, Hyderabad and Academy of Grassroots Studies and Research of India, Tirupati, in the month of October, 2010. Thereafter, the APARD has organised 5 day programme for MoT’s at Hyderabad from February 15 to February 19, 2010 and finalised the Capacity Building & Training programmes for the elected representatives of PRI’s in Andhra Pradesh state.
In pursuance of APARD directions, the Academy of Grassroots Studies and Research of India (AGRASRI), has organised One-day Workshop for Training of Trainers (ToT’s) at Tirupati, on 1st March, 2010. Shri Solipeta Ramachandra Reddy, Former Member of Parliament (Rajya Sabha) and the then President of AGRASRI, inaugurated the Workshop. Dr. R. A. Padmanabha Rao, Former Deputy Director-General of Doordarshan, New Delhi and Vice-President of AGRASRI, presided over the Inaugural Session of the Workshop. Shri S. Viswanatha Reddy, Former Chief Executive Officer, Zilla Praja Parishad and District Training Centre Manager, Zilla Praja Parishad, Chittoor, delivered a Key-Note address. Dr. V. Hari Naidu, President, Chittoor District Sarpanchs Association and Shri G. Venkataramana, Vice-President, Andhra Pradesh State MPTC’s Association, participated in the Workshop, as Guests of Honour, with address. Dr. D. Sundar Ram, Founder Director of AGRASRI, welcomed the ToT’s and dignitaries and explained the action plan of CB &T programmes in Chittoor District. Objectives of the Capacity Building and Training Programmes
In order to promote the Capacity Building & Training capabilities of the elected representatives of PRI’s, the programme explores the following objectives:
- To assess the administrative skills and capabilities of the elected representatives of Panchayati Raj Institutions as grassroots policy makers;
- To highlight the role and performance of grassroots policy makers in decision- making, in delivering good governance at grassroots level;
- To examine the level of participation of elected representatives of PRI’s in Capacity Building & Training programmes, in the wake of implementation of Centrally Sponsored Schemes thorough Panchayati Raj Institutions;
- To visualise the future vision and action plan for the Capacity Building &Training component of the elected representatives of PRI’s in Chittoor District of Andhra Pradesh.
Methodology of the Capacity Building and Training Programmes
The AGRASRI has adopted a Lecture-cum-Discussion, Open Discussion and Group Discussion methodology, besides Question and Answer method for easy understanding and generating new ideas during the Capacity Building & Training programmes. It is also important to make use of observational method to seek information and get insight into the issues involved.
Summary of Capacity Building and Training Programmes
As part of the action plan, the Capacity Building & Training programmes for Sarpanchs and MPTC Members, were organised in 5 phases (15 Mandals each in 4 phases and 5 Mandals in final phase) from March 20 to April 7, 2010 at 65 Mandal Head Quarters in Chittoor District, by the Academy of Grassroots Studies and Research of India, in joint collaboration with AMR - Andhra Pradesh Academy of Rural Development, Hyderabad
The Upa-Sarpanchs and Ward Members CB&T Programmes were organised from September 13 to October 21, 2010. In every mandal, the President of the MPP, ZPTC Member and MPDO of the concerned Mandal were participated, as distinguished Chief Guests, at the Inaugural Sessions of various Capacity Building & Training programmes, besides some AP Ministers, MP’s, MLA’s, Collector, ZP CEO, DPO and State Information Commissioner of AP. The Academy has imparted a series of capacity building & training programmes for nearly 16,000 elected representatives of panchayati raj institutions (Sarpanchs, Upa-Sarpanchs, MPTC Members and Ward Members) in Chittoor District, in the Year 2010 in 293 Batches.
Each programme is designed for 3 days, with interesting themes like leadership qualities, micro-level planning, drinking water & sanitation, social audit and sakshara bharat, besides documentaries on success stories and best practices. Each team is consisting of 3 members, with one team Leader (EO-PR&RD), one NGO and one Social activist. For imparting the Capacity Building & Training programmes in Chittoor District, 16 teams (48 Members), who received training at APARD, Hyderabad and Extension Training Centre, Sri Kalahasthi, drafted for the training. In every mandal, the President of the MPP, ZPTC Member and MPDO of the concerned Mandal were participated, as distinguished Guests, at the Inaugural Session of the Capacity Building & Training programmes.
In response to the AGRASRI invitation, 4 distinguished policy makers and administrators namely, Dr. P. Ramachandra Reddy, the then Hon’ble Minister for Forests & Environment and Science & Technology, Govt. of Andhra Pradesh, Dr. N. Siva Prasad, the then Hon’ble Member of Parliament (Lok Sabha), Chittoor, Shri R. Dileep Reddy, the then State Information Commissioner (RTI), Govt. of Andhra Pradesh, Shri Kumar Raja, the then Vice-Chairperson, Zilla Praja Parishad, Chittoor, Shri V. Seshadri, IAS, the then Collector and District Magistrate of Chittoor, Smt. Sarada Devi, the then Joint Collector and Chief Executive Officer (FAC), Chittoor and Dr. P.V. Sesha Reddy, the then District Panchayat Officer, Chittoor, and a host of Tehsildars and Office-bearers of Sarpanchs and MPTC Associations of several Mandals were participated in the Capacity Building & Training programmes, as distinguished Chief Guests and interacted with elected representatives of panchayati raj institutions, in Punganur, Irala, Sri Kalahasthi, Bangarupalyam and Pitchatur Mandals respectively.

The proceedings of the Capacity Building and Training Programmes in the aforesaid 65 Mandals were published widely in the print and electronic media. The following are some selected Press Reports and Photos of the Capacity Building and Training Programmes, organised by the AGRASRI in joint collaboration with the APARD, Govt. of AP, Hyderabad.
In the course of inclusive growth through inclusive governance at the grassroots, the participants of the training programmes have focused on the subjects like the devolution of powers, lack of infrastructure facilities, education and health for all in their respective panchayats, the final report remarked. After much discussions and interactions with the elected representatives of panchayati raj institutions (Sarpanchs, MPTC Members, Upa-Sarpanchs and Ward Members) during the Capacity Building and Training Programmes, the AGRASRI report has made the following interesting observations
- The elected representatives of panchayati raj institutions have started to realising the importance of grassroots governance by involving the local people through ‘people’s participation’, following the implementation of various centrally sponsored schemes by the Government of India, through PRI’s.
- Majority of elected representatives of PRI’s have been recognised the need for capacity building and training programmes in a regular manner with specific time-bound action plan in the light of the socio-economic and political dimensions of rural India.
- Comprehensive and meaningful capacity building and training programmes have to be designed specially for rural women elected representatives, so that their constitutional duties and responsibilities as elected members of PRI’s.
- A strong information system is essential for participation and planning in light of participatory democracy and the process of empowerment of PRI’s as grassroots democratic institutions.
- Providing the required expertise and guidance mechanism in the formulation and preparation of micro-level planning and vision document for Gram Panchayats by the Government itself, through Civil Society Organisations, Professional and Training Institutions and allocate special funds in the budget for the purpose.
- The recommendations of the State Finance Commissions should be accepted and implemented fully by the State Government, on the lines of Union Finance Commission at the Centre.
- Measures should be taken by the Union Government for including the powers and functions of all Panchayati Raj and Nagar Palika Institutions under ‘Local Governments List’, as we have the Union List, State List and Concurrent List in the Constitution of India.
- Construct an exclusive Training Centre in every Gram Panchayat for imparting Capacity Building and Training of the elected representatives of the respective gram panchayat under the Backward Region Grant Fund (BRGF) scheme.
- Create Panchayat Local Area Development (PLAD) Fund for every gram panchayat based on its existing population and available resources for sustainable development on the lines of Member of Parliament Local Area Development (MP LAD) Fund and Member of Legislative Assembly Local Areal Development (MLA LAD) Fund.
A key finding of the report is that the positive attitude and approach of elected representatives of panchayati raj institutions reinforces evidence of the responsible and responsive governance for public service delivery. The larger percentage of elected representatives indicates the sensitivity of their keen interest in enhancing their capacity building in delivering good governance at the grassroots level in Chittoor District of Andhra Pradesh state.
